The square is called "Place du Capitol" because it was the main square when the Romans where still in Occitania. Topographically the elevation goes up from the river, so "CAPITOL".

I think you've confused these two very different words: capital and capitol.

Definition of "capitol": Any large building housing the legislative branches of a government.

In this case, the Capitol in Toulouse is where the mayor of Toulouse is based.
